Không những thế, để bù đắp cho quốc khố trống rỗng, triều đình ban sắc lệnh “nhất lộc phát,” tận thu thuế má, đẩy người dân—đặc biệt là nông dân và thương nhân—vào cảnh bần cùng. Tiếng oán thán vang trời, lòng dân phẫn uất.
Quan lại thì chẳng đoái hoài đến đời sống bách tính, chỉ lo vơ vét cho đầy túi riêng. Mỗi kỳ năm năm một lần, đại hội yết triều lại diễn ra, nhưng chỉ toàn lời tán dương công đức hoàng thượng và những màn phỉnh nịnh lẫn nhau.
Trong khi đó, đám hoàng y vệ chặn các cửa ngõ, đặt trạm thu phí, bóp nghẹt đường sinh kế của dân. Đám lục y vệ thì lùng sục khắp chợ, vơ vét thuế má đến từng đồng xu cắc bạc. Thế nên dân gian mới có câu: “Một cổ hai tròng” để than cho cảnh đời lầm than ấy.
Giữa lúc đó, đại hội kinh thành Thăng Long bất ngờ xảy ra một trận đại hỏa hoạn. Lời đồn về điềm dữ lan khắp nơi. Nhưng lũ văn sĩ hưởng bổng lộc ba lượng mỗi tháng của triều đình vẫn ra sức ca tụng, vẽ nên những mỹ từ hoa lệ, che đậy thực tế đen tối.
Phải chăng đây chính là tín hiệu cho một “kỷ nguyên mới” sắp mở ra?

At that time, a great fire suddenly broke out in the Thang Long capital. Rumors of bad omens spread everywhere. However, the writers who received a monthly salary of three taels from the royal court still tried their best to praise and paint beautiful words to cover up the dark reality.
